What Haven Measure Limited offers

A review, a specific task or ongoing support.

Start with the result you need. Each service explains what we look at, what you receive and how to begin.

Review 01

A focused review

Project Check

£495 fixed fee · standard delivery

Need it sooner? Priority adds 25% and Urgent adds 50%, where available. Tell us the required return date; we confirm the full fee and achievable timing before you commit.

What it is

A focused desktop review of one project and contract, covering up to three agreed commercial concerns, 10 files or 150 searchable pages and up to 10 selected line items.

Use it when

A small number of change, valuation, payment or record concerns need prioritising before wider time or money is committed.

How it can help

Shows management where the supplied position appears supported, where evidence is missing and which commercial-control actions deserve attention first.

What you receive

A concise, colour-coded findings and action report, up to five priority findings, evidence gaps, immediate actions, a written findings note and one factual-correction round. For agreed findings, the review includes recommended fixes and a separate scope and price for follow-on work Haven can take on. Implementation requires separate acceptance.

How to start

Send a non-confidential enquiry. If Haven accepts fit and scope, accept the terms, pay the agreed fee, including any accepted faster-delivery charge, upfront and share the agreed records through the route confirmed in writing.

Scope and delivery detail

Includes up to 10 change, valuation or payment line items, a written findings note and one factual-correction round. For agreed findings, the review includes recommended fixes and a separate scope and price for follow-on work Haven can take on. Implementation requires separate acceptance. Standard delivery targets seven working days from a complete accepted pack, accepted terms and cleared payment. Any faster delivery has its own agreed schedule and return date.

Before work starts: payment is 100% upfront only after written fit, scope and terms acceptance. After payment is verified, Haven confirms the available document-transfer arrangements. Haven's written complete-pack confirmation starts the standard seven-working-day target, or the separately agreed faster delivery period.

Review 02

Wider project review

Detailed Project Check

£1,495 fixed fee · standard delivery

Priority adds 25% and Urgent adds 50%, subject to availability. The full fee and return date are agreed in writing before acceptance.

What it is

A wider desktop review of one project and contract, covering up to six expressly agreed commercial issues and up to 30 files or 400 searchable pages.

Use it when

Change, valuation, payment, records, subcontract positions or final-account concerns overlap and management needs one consolidated view.

How it can help

Brings the selected commercial position together, separates supported points from gaps and uncertainty, and organises priorities for management action.

What you receive

A detailed findings and action report, consolidated written findings, prioritised issues, evidence and actions and flags for specialist legal, delay, technical or other advice where needed. For agreed findings, we recommend next actions and provide a separate scope and price for suitable fixes we can take on. Carrying out those fixes requires separate acceptance.

How to start

Send a non-confidential enquiry. If Haven accepts fit and scope, accept the terms, pay the agreed fee, including any accepted faster-delivery charge, upfront and share the agreed records through the route confirmed in writing.

Scope and delivery detail

Includes focused review of relevant provisions and consolidated written findings. The delivery period and target return date are agreed before payment. The period starts after written confirmation that the information pack is complete; missing or late records may require a revised date. It is not a comprehensive audit, valuation certificate, expert report, legal opinion or deadline-monitoring service.

Before work starts: payment is 100% upfront only after written fit, scope and terms acceptance. After payment is verified, Haven confirms the available document-transfer arrangements. Haven's written complete-pack confirmation starts the agreed delivery period.

One-off task

Work agreed for your project

One-off QS Tasks

Bespoke quotation only by separate written agreement

What it is

A defined, project-specific quantity surveying commission undertaken by Haven Measure Limited only by separate written agreement.

Use it when

You do not need ongoing QS capacity, but one work package or standalone commercial task needs completing.

How it can help

Moves a specific measurement, valuation, change, account, procurement, forecast or reporting requirement towards a clear deliverable and handover.

What you receive

A written scope and information basis, agreed assumptions, the named schedule, assessment, calculation or report, and identified completion actions.

How to start

Send a non-confidential description of the project or work package, the output required, available records and required timing. Haven checks competence, conflicts, PI position and professional risk before quoting.

Examples of tasks we can agree

Potential commissions include measurement or remeasurement, take-offs, valuation or application support, change and variation schedules, package-account reviews, tender or commercial comparisons, cost-to-complete or forecast work, final-account support and other precisely defined QS outputs accepted by Haven.

What independent means

Haven performs the agreed QS work objectively as a separate consulting business exercising its own professional judgement. This does not appoint Haven as contract administrator, certifier, adjudicator, arbitrator, independent expert, expert witness, legal adviser or dispute decision-maker. The contracting route, fee, scope, reliance, exclusions and terms are agreed for each instruction.

Ongoing support

Through an accepted Contracting Agency

Ongoing QS Support

Day rate discussed agreed for the specific opportunity

What it is

Flexible quantity surveying and commercial-management capacity for an agreed project phase or assignment, supplied through a Contracting Agency accepted by Haven.

Use it when

Your project needs full-time, part-time or fractional commercial support without making a permanent hire.

How it can help

Adds disciplined measurement, valuation, change, subcontract, forecast and reporting capability to day-to-day project delivery.

What you receive

The outputs recorded in the Assignment Schedule, maintained commercial records, written reporting at the agreed cadence and completion handover.

How to start

Ask the proposed Contracting Agency to send the end client, project, location, pattern, hours, duration, responsibilities and required outputs. Haven then checks fit and agrees the rate and terms in writing.

Typical QS responsibilities

The agreed assignment may include measurement, valuations, applications, change control, payment, procurement, subcontract commercial management, cost-to-complete, forecasting, cash and margin reporting, final accounts, commercial correspondence and meeting support. Only the responsibilities expressly recorded in the signed Assignment Schedule are included.

Required commercial terms

Outside IR35 intended basis only, subject to engagement-specific assessment and actual working practices. Haven contracts through a UK-established Contracting Agency accepted after checks. Invoice route: payment within seven calendar days of agency receipt. Agreed self-billing route: payment within seven calendar days of Haven submitting the completed weekly timesheet, with the corresponding self-billed invoice issued by the agency. Delayed approval, self-billing or end-client payment must not extend Haven's due date. Haven does not commission or pay for an external IR35 assessment.

Professional scope and responsibilities

Professional safeguards

What we can help with. Where specialist advice is needed.

Each written order sets out the work, what you receive and the service limits.

Within an agreed scope

  • Factual cross-checking of selected particulars, instructions, valuations, payment records and correspondence
  • Identification of apparent gaps, inconsistencies and unresolved commercial items
  • Internal evidence, change, payment, forecast and commercial-control actions
  • Defined written reports, registers, action boards and agreed management outputs
  • Agency-engaged Contract QS services under a written scope and agreed working model
  • Separately agreed One-off QS Tasks with a named output and information basis
  • Referral flags for legal, delay, technical, tax, insolvency or insurance specialists

Outside the launch service

  • Legal advice, legal opinions or any reserved legal activity
  • Tax advice, IR35 determinations, payroll or umbrella supply
  • Legal opinions on notice validity, deadline calculation, adjudication, arbitration or litigation
  • Legal advocacy, debt collection or receipt of client money
  • Expert evidence, forensic delay, technical/design/defects inspection or certification
  • Certification, audit, accounting, insolvency, health and safety or building-safety advice

QS administration boundary: where expressly scoped and authorised, Haven may prepare commercial correspondence, administer project notices, attend commercial meetings, negotiate commercial positions and undertake commercial measurement or progress verification. It does not warrant legal validity or timeliness, provide legal advice, perform reserved legal work or act as legal advocate.

Client responsibility: the client remains responsible for every contractual and statutory deadline, notice, decision and action. Dates reproduced from supplied material are not legally verified deadlines.

Contract QS safeguard: opportunities are considered on an Outside IR35 intended basis only, through a Contracting Agency accepted by Haven and subject to engagement-specific review, written terms and actual working practices. Labels, payment terms, day rates and assessments are not conclusive. Haven may decline, pause or re-scope an unsupported or changed arrangement.

Payment safeguard: the contract between the Contracting Agency and Haven must record payment within seven calendar days of agency receipt of Haven's invoice or, under agreed self-billing, of Haven submitting the completed weekly timesheet. Delayed approval, self-billing or end-client payment cannot extend the due date. Haven does not accept pay-when-paid terms and does not fund external status assessments.

One-off task safeguard: a One-off QS Tasks instruction exists only within the separately signed scope. External objectivity does not create certifier, contract-administrator, expert, adjudicative or legal authority, and third-party reliance is excluded unless Haven expressly accepts it in the engagement terms.

Engagement gate: competence, conflicts, professional-indemnity position, governing law, secure transfer and written terms must be confirmed before records or instructions are accepted.
